Partner at the firm since 1996. He completed postgraduate studies in the United States. At George Washington University, he obtained his first Master of Laws (LL.M.) in Patents, Intellectual Property and New Technologies and a second (LL.M.) in Comparative International Law. At Harvard University, he obtained a master’s degree in public administration, with a focus on Public Management and Regulation of New Technologies.
Throughout his professional career, he has established himself as a national leader in the fields of Telecommunications, Internet, New Technologies, Communication and Media. He has served as president of Ecuador’s highest telecommunications regulatory body (Consejo Nacional de Telecomunicaciones, CONATEL) and, on the international stage, was appointed by the Secretary-General of the United Nations as one of 40 experts worldwide who designed the global model of Internet governance, which remains in force to this day. He has advised many technology, telecommunications and media companies in Ecuador and internationally. He has participated in global transactions in the areas of telecommunications, technology, e-commerce, electronic signatures, data protection and the provision of digital services and products.
He has been a professor at several universities in Ecuador (PUCE, USFQ, UDLA, UISEK) and a speaker at national and international forums and universities. He has contributed his technical and legal expertise to the discussion and enactment of highly relevant national regulations related to technology, telecommunications, and media issues. He has collaborated with three governments in Ecuador, positioning himself nationally as an important opinion leader.
